A system and a method for authenticating a voter, and an authentication device and a program recording medium thereof are provided to offer a convenient and trustful electronic election service by authenticating/registering the voter according to an election policy and assigning a voting right to the registered voter. An authenticator authenticates validity of a voter when a voter terminal(1260) is connected. An interface provider(1210) requests election right authentication data to the voter terminal when the voter is validated. A data storing part(1240) stores the election right authentication data to a storage medium. An election processor receives the election right authentication data from the voter terminal through a voter interface, checks the validity of the received election right authentication data by linking with the storage medium, and determines registration of the voter depending on a checking result. The election right authentication data is a public certificate, a financial transaction tool, or unique mobile terminal information of the voter.
