PROBLEM TO BE SOLVED: To provide an O/W emulsion composition containing amorolfine that is less irritating to the skin owing to substantially no incorporation of surfactants and is assumed to retain manifestation of medicinal effects of amorolfine owing to high adhesive retention of amorolfine. SOLUTION: The O/W emulsion composition comprises (a) amorolfine, (b) a partially saponified polyvinyl alcohol having a saponification degree of 70-96 mol%, (c) a carboxyvinyl polymer and (d) 1-40 mass%, based on the whole amount of the composition, of an oil component (provided that at least 60 mass% of the oil component is a liquid oil), (e) while contains substantially no surfactants, and (f) has a pH of 3.5-8.5.
