An image forming apparatus and an image forming method are provided to control the application of transfer bias to transfer members, thereby suppressing the speed variation of an endless type intermediate transfer belt. An image forming apparatus(10) comprises a plurality of image carriers(22Y,22M,22C,22K), an endless type intermediate transfer belt(46), a plurality of first transfer members(30Y,30M,30C,30K), and a second transfer member(48). The image forming apparatus starts the sequential application of transfer bias from the first transfer members disposed above, and continues to apply the transfer bias to two or more of the first transfer members until the recording medium enters a transfer position where a toner image is transferred by the second transfer member.
