<P>PROBLEM TO BE SOLVED: To provide a system which surely notifies a user of information about not yet finished work. <P>SOLUTION: When the user starts to use an IC card management facility 500, the IC card management facility 500 sends a management data setting instruction to an IC card 100, and the IC card 100 writes information showing that the user has started to use the IC card management facility 500 in a management data 199. When the user finishes to use the IC card management facility 500, the IC card management facility 500 sends a management data updating instruction to the IC card 100, and the IC card 100 writes information showing that the user has finished to use the IC card management facility 500 in the management data 199.
