The layer of fluorescent-material particles comprises a blue-emitting fluorescent material which is called SCA and has the following empirical formula. (Sr<SUB>x</SUB>,Ba<SUB>y</SUB>,Ca<SUB>(1-x-y)</SUB>)<SUB>5</SUB>(PO<SUB>4</SUB>)<SUB>3</SUB>Cl:Eu (0=x, y=1, and x+y=1) The glass tube has mercury, argon, and neon confined therein.
