<P>PROBLEM TO BE SOLVED: To provide a bioactive substance utilizing an active ingredient of Polygonum tinctorium, and a method for producing the bioactive substance. <P>SOLUTION: The bioactive substance includes water-soluble components of one or both of a stem part and a root part of the Polygonum tinctorium, preferably the water-soluble components of the stem part.
