PROBLEM TO BE SOLVED: To provide excellent drivability, by effectively restraining an increase in vehicle inside noise, in transitional operation, in a control device of an internal combustion engine. SOLUTION: When discriminated as being in an unsteady state, that is, a transitional operation state (Step 100), next, whether or not to be in a low speed gear stage is discriminated (Step 102). When put in the low speed gear stage, and an occupant easily feels an increase in combustion noise, and can also determinate that an allowance of driving force is large. Then, in this case, a transitional correction (for example, a quantity increase in internal EGR) is made in the direction for restraining the combustion noise (Step 104). While, when put in a high sped gear stage, an allowance of the driving force is reduced, and a determination can also be made that the occupant hardly feels even if the combustion noise increases a little.
