PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of suppressing occurrence of granularity by ink droplets while using the ink droplets and a reactive liquid, an image forming method, and an image forming program. SOLUTION: A halftone processing is applied to image data to form halftone image data which is of the halftone-processed image data. Ink droplet ejection data designating dot positions of ink droplets to be ejected is generated according to the halftone image data. A reactive liquid ejection data for ejecting reactive liquid droplets to the dot positions except specific dot positions causing occurrence of granularity by the ink droplets ejected on a recording medium in the dot positions of the ink droplets designated by the halftone image data is formed according to the halftone image data. The ink droplets are ejected according to the ink droplet ejection data and the reactive liquid droplets are ejected according to the reactive liquid ejection data, thereby forming the image.
