PROBLEM TO BE SOLVED: To provide toner excellent in particle size distribution and circularity in a method of manufacturing toner particles which are consolidated from an emulsified suspension manufactured by the phase inversion emulsification of a composition comprising a binding resin, wax and a coloring agent. SOLUTION: The method of manufacturing an electrostatic charge image developing toner comprises: at least three consolidation stages where a colored resin solution in which a mixture comprising a binding resin, wax, a coloring agent and an organic solvent is dissolved or dispersed is subjected to phase inversion emulsification so as to prepare an emulsified suspension, thereafter, an electrolytic aqueous solution is added thereto, further, stirring is performed, and a dispersoid in the emulsified suspension is consolidated to grow particles, wherein in the final consolidation stage, particle growing velocity is made slower than that in the other consolidation stages.
