PROBLEM TO BE SOLVED: To provide a synthetic resin tube for radiation cooling and heating, and a panel for radiation cooling and heating comprising by using the same, capable of reducing dew condensation on a tube surface even when radiation cooling and heating effect is high, and a low-temperature medium is circulated. SOLUTION: In this synthetic resin tube for radiation cooling and heating having at least a heat insulating layer disposed on an outermost layer, and a heat radiation layer disposed at an inner face side of the heat insulating layer, heat conductivity of the heat insulating layer is 0.04 W/m or less, its infrared ray transmissivity is 90% or more, and thermal emissivity of an infrared wavelength region of the heat radiation layer is 0.9 or more.
