A smart card opened and closed food waste collecting box is provided to easily and accurately pay the fee in correspondence to the amount of food waste introduced into the collecting box. A smart card opened and closed food waste collecting box includes a body(1), a lid(2), and a card key locking unit(4). The body has a receiving space to keep food waste. The lid is installed at an upper portion of the body and is hinge-coupled to the body so as to open and close the receiving space. The card key locking unit releases the locking state of the lid when the smart card is inserted. The card key locking unit pays the fee from the smart card. When the lid is closed, the card key locking unit discharges the smart card.
