<p><P>PROBLEM TO BE SOLVED: To quickly determine a substitute vehicle corresponding to the total amount of cargoes to be delivered. Ž<P>SOLUTION: A sensing information acquiring means 1a acquires sensing information 3 for indicating a state in the occurrence of an accident of a delivery vehicle 2 via a radiocommunication network. A damage determining means 1b determines the existence of damage of the respective cargoes loaded on the delivery vehicle 2 based on the sensing information 3 acquired by the sensing information acquiring means 1a. A loadage calculating means 1c calculates the total amount of deliverable cargoes in response to a determining result by the damage determining means 1b. A substitute vehicle selecting means 1d selects a substitute delivery vehicle for delivering the deliverable cargoes in response to the total amount of deliverable cargoes calculated by the loadage calculating means 1c, and thereby quickly selects the substitute vehicle capable of loading only the deliverable cargoes in response to an accident.
