A device for removing scales on a strip casting roll surface and providing unevenness on the strip casting roll surface is provided to prevent crack on a surface of a casting slab by smoothly removing scales on a surface of the casting roll, stably forming unevenness on the casting roll surface, and improving contact property of the casting roll surface with molten metal. A device(10) for removing scales on a strip casting roll surface and providing unevenness on the strip casting roll surface comprises: a tube assembly which is divided into at least three parts, the parts being engaged with one another so as to perform a horizontal motion, wherein an air injection port is formed in one side thereof such that air is injected into the air injection port from the outside, and pistons are embedded at predetermined intervals to hit a casting roll(100) by pressure of the injected air, and a central shaft is projected to the outside at both ends; and a supporting part which supports the central shaft of one side of the tube assembly through a first elastic member such that the tube assembly is movable horizontally, which holds and supports the central shaft of the other side of the tube assembly, and in which a through hole is formed such that the central shaft of the other side of the tube assembly is projected to the outside through the through hole. The device further comprises a wheel(19) disposed at one side of the tube assembly and driven by a drive motor(30) through a drive belt(31). The tube assembly includes three tubes(11~13) and a tube plate(18).
