PROBLEM TO BE SOLVED: To provide a high-voltage electrolytic capacitor that excels in impedance properties, and its manufacturing method. SOLUTION: This invention is related to the electrolytic capacitor which is equipped with at least an electrolytic layer, an anode and a cathode that are arranged so that they may counter on both sides of the electrolytic layer. The anode consists of anode metal and a dielectric film. The electrolytic layer contains at least ionic liquid and conductive high polymer. The electrolytic layer is formed in contact with the dielectric film. In a region that includes the surface on the anode side of the electrolytic layer, a high ion-conducting region is formed, which contains ionic liquid with a higher content rate than that of the ionic liquid of the electrolytic layer as a whole.
