PROBLEM TO BE SOLVED: To efficiently start a boiler while preventing delay in starting the boiler, by surely and quickly determining abnormality in fuel supply in a hot gas generator for the boiler. SOLUTION: A reference value of a fuel pump output pressure of the hot gas generator for the boiler is set in three stages, and a reference value of an opening of a fuel flow rate adjustment valve is set in two stages. The abnormality in fuel supply such as clogging of a burner is determined (S9) when the opening of the fuel flow rate adjustment value is over the largest second stage (S7) in the state where the fuel pump output pressure of the hot gas generator for the boiler is in the highest third stage, and a burner chip and a stainer are cleaned (S10).
