PROBLEM TO BE SOLVED: To prevent future deadline misses (unfinished processes). SOLUTION: An occurrence time zone prediction part 310 predicts future resource usage of each process according to past resource usage of each process, and predicts a time zone where a process is not finished within a predetermined time owing to insufficient resource usage according to the prediction. A resource presence determination part 320 calculates free resources of each computer in the occurrence time zone of the unfinished process. An unfinished process migration part 330, a migrated process migration part 340 and a stopped process stop part 350 cause, for example, another computer scheduled to execute the unfinished process to execute the unfinished process, execute the unfinished process in place of another process, or stop another process and execute the unfinished process according to free resources of each computer.
