PROBLEM TO BE SOLVED: To provide a communication system capable of using a server suitable to a communication condition. SOLUTION: A communication tool client means 112 provides a terminal function of a communication tool. Communication tool server means 115 and 212 provide a server function of the communication tool to the communication tool client means 112. A server determination means 113 determines, based on rules stored in a server determination rule storage part 122, to use a communication tool server means of a terminal device 10 or to use a communication tool server means of a server device 20 as a communication tool server means for providing the server function to the communication tool client means 112.
