PROBLEM TO BE SOLVED: To provide an inexpensive and durable hob cutter, and its forming method. SOLUTION: This cutter comprises a hob cutter body 30, and a plurality of cutting blades 35, and the hob cutter body has a plurality of tooth grooves 32. Cutting teeth are formed along the tooth grooves, and the plurality of cutting blades are jointed by a blazing material. The plurality of tooth grooves 32 are formed on a base material by cutting, and the plurality of cutting blades are jointed on one side face of the tooth groove by vacuum blazing so as to form a pre-processed body.
