PROBLEM TO BE SOLVED: To provide a stirring granulator which can reduce production time, time for cleaning etc., a production cost, and the like in comparison with the conventional ones to carry out a mixing and dispersion step and/or a granulation step. SOLUTION: The stirring granulator comprises a chopper blade 10 attached to a rotary shaft 33 for a chopper, installed on the bottom center of a treatment tank 4 and protruding upward in the treatment tank 4, and a stirring blade 7 attached to a rotary shaft 9 for stirring, inserted into the treatment tank 4 from the top of the treatment tank 4 to downward. The stirring blade 7 extends three-dimensionally in the vertical direction in the treatment tank 4, and reaches the lower area of the treatment tank 4. The stirring blade 7 is shaped so as not to interfere with the chopper blade 10 during rotation, and stirring or granulation is carried out in the treatment tank 4 by the rotation of the chopper blade 10 and the stirring blade 7.
