PROBLEM TO BE SOLVED: To acquire a motion vector reliability denoting whether or not a motion vector is deviated from a true motion displacement amount.

SOLUTION: In order to calculate the motion vector reliability obtained by a motion estimate section 111 by mans of motion estimation, a temporally reversed motion estimate section 113 applies motion estimation to an estimated block to be referenced from a present frame in a temporally reversed direction in relation to the motion estimation by the motion estimate section 111 to obtain a reliability discrimination motion vector. A motion vector reliability calculation section 115 collates a motion vector obtained by the motion estimate section 111 with a reliability discrimination motion vector obtained by the temporally reversed motion estimate section 113 to obtain a degree of the consistency as the motion vector reliability.
