PROBLEM TO BE SOLVED: To provide a system for establishing and controlling a system capable of accurately and early giving an earthquake alarm to a factory which can hardly make the whole body of building/machine/piping or the like into an earthquake-resisting, seismic isolation or damping structure for reducing the damage of mechanical devices in the event of an earthquake for the factory and a factory group adjacent thereto. SOLUTION: The system comprises an earthquake risk signal transmission device including a basement earthquake observation device, a ground surface earthquake observation device and a computing device having computer function of calculating measurement earthquake data of the earthquake observation devices, and a control separator for controlling machines of each factory in response to the earthquake risk signal, so that machines of the factory and the factory group can be instantaneously controlled to reduce the risk.
