A flame-retardant pallet using waste cotton fiber and a manufacturing method for the same are provided to recycle waste resources by using the waste cotton fiber and to reduce load in loading cargo in airplanes or ships by reducing the weight of the pallet. A flame-retardant pallet manufacturing method using waste cotton fiber comprises the steps of: preparing the waste cotton fiber by crushing the waste cotton fiber generated during processing or spinning cotton fiber, in the size of 2mm~3cm; applying flame resistance by adding a flame retardant of 10~50wt.% selected from aluminum hydroxide, magnesium hydroxide, and sodium silicate, to the waste cotton fiber of 100wt.%; increasing flame resistance by adding a flame-retardant auxiliary substance of 1~15wt.% selected from sorbitol and carboxymethyl cellulose, for the waste cotton fiber of 100wt.% to processed materials; reinforcing adhesion and strength by adding an adhesive agent selected from gelatin, polyacryl resin, and starch for the waste cotton fiber of 100wt.% to the mixture; drying and cutting the paste in the predetermined size and producing a molded pallet by molding the cut paste in a desirable shape and size in a compressor; and spraying a waterproofing agent on the molded pallet and then drying the pallet.
