METHOD FOR ENCODING AND DECODING VIDEO SIGNAL

A method for encoding/decoding a video signal is provided to improve coding efficiency in interlayer prediction by using motion information included in an FGS(Fine Granular Scalability) layer of a base layer. A video signal encoding method comprises the following steps. By using motion information of a lower layer encoded form the same video signal, a bit stream of a current layer is generated. The lower layer includes a first layer having one or more levels for compensating loss generated during encoding of a lower level. A predetermined level including the motion information in the first layer is used for generating the bit stream of the current layer.
