A panel pipe manufacturing apparatus for rapid draining is provided to supply a panel pipe able to be established very closely to the ground surface and drained rapidly by its good draining capacity. A panel pipe manufacturing apparatus for rapid draining comprises: an inside diameter forming groove to make the inside diameter(11) having a space(12); an outer diameter projection part forming groove to make the outer diameter projection part(14) projected from the inside diameter and forming uneven shape; a partial projection part forming groove to make the partial projection part(13) formed at an interval between the outer diameter projection parts; and a reinforcing connective projection forming groove to make a reinforcing connective projection(15) projected from the partial projection part toward the space and located on the partial projection part forming groove at fixed intervals.
