PROBLEM TO BE SOLVED: To provide an expansion anchor and a pinning construction method using this expansion anchor, capable of increasing strength against shearing force, and capable of eliminating quantitative uselessness of an injecting adhesive. SOLUTION: This expansion anchor 10 is anchored in an inserting filling hole 8 bored in a concrete skeleton 2 by penetrating through a finishing material 3, and has a cylindrical anchor 11 having a tip side expansively opening part 24 anchored in the concrete skeleton 2 via the inserting filling hole 8, an expansion cone 12 pushed in the tip side expansively opening part 24 from the base end side and push-opening the tip side expansively opening part 24, and a pushing-in pin 13 for pushing the expansion cone 12 in the tip side expansively opening part 24.
