PROBLEM TO BE SOLVED: To provide a vibration control structure and a vibration control panel, effectively damping the horizontal relative displacement operation of upstairs side and downstairs side due to an earthquake in simple structure. SOLUTION: A V-shaped upper rigid body 5 formed of two braces 5a, 5a withstanding compression and tension and a similar inverted-V shaped lower rigid body 6 are disposed cruciformly between right and left side frames 4, 4, the upper and lower end parts of which are joined to the upstairs side 2 and the downstairs side 3 in the rigid joining state. The upper end part of each brace 5a of the upper rigid body 5 is joined to the upper end side of each side frame 4 in the rigid joining state, and the lower end part of each brace 6a of the loewr rigid body 6 is joined to the lower end side of each side frame 4 in the rigid joninig state. A vibration control device 8 formed of a visco-elastic body is provided between the upper and lower rigid bodies 5, 6. The reference numerals 5b, 6b are reinforcement plates.
