PROBLEM TO BE SOLVED: To inform persons at the place of disaster of various information regarding disasters. SOLUTION: A portable telephone 10 has a first communication section 107 communicating with a base station for a mobile-telephone system, and a second communication section 108 receiving a disaster-preventive radio signal transmitted from a disaster-preventive base station for a disaster-preventive radio system. When the second communication section 108 receives the disaster-preventive radio signal; the second communication section 108 converts an information displayed by the received disaster-preventive radio signal into a digital data, and outputs it to a display driver 110. A control circuit 110A for the display driver 110 analyzes the digital data, generates a display data for displaying the information displayed by the digital data, and stores it in a memory 110D. The control circuit 110A controls a scanning-line driver circuit 110B and a data-line driver circuit 110C according to the display data while lighting a back light, and displays the information displayed by the display data to a display section 111.
