PROBLEM TO BE SOLVED: To provide a cleaning agent having excellent detergency and low corrosiveness for a metal (especially aluminum, etc.). SOLUTION: The cleaning agent is composed of an alkali (A), a hydrophilic organic solvent (B) and water (C) and satisfies formula (1) 0.10≤[10,000×α/äβ×γ×(100-δ)}]≤3.8 äwherein,αrepresents the electroconductivity (mS/cm) at 30°C:βrepresents the base number(mg KOH/g);γrepresents the kinematic viscosity (mm<SP>2</SP>/s) at 30°C; andδrepresents the moisture content (wt.%)}.αis preferably 3.0-15.0 mS/cm and (A) is preferably an organic alkali.δis preferably 15-32 wt.%.
