<p><P>PROBLEM TO BE SOLVED: To provide a video image encoding device capable of improving encoding efficiency without increasing a circuit scale and power consumption, and generating a stream suitably satisfying a buffer model. <P>SOLUTION: The video image encoding device has a converting means for converting a data sequence of each picture of an input motion picture into a binary sequence; and an arithmetic encoding means for converting the binary sequence converted by the converting means into an arithmetic sequence. The device includes a quantization control means for provisionally estimating a generated data quantity based on an output of the converting means to successively execute quantization control, detecting an accurate generated data quantity from the output of the arithmetic encoding means and correcting the estimated quantity of the generated data.
