PROBLEM TO BE SOLVED: To provide a magnetic recording medium whose reliability such as environmental resistance is enhanced and which can record and reproduce high density information and to provide a magnetic recording and reproducing device. SOLUTION: The perpendicular magnetic recording medium has a substrate, a soft magnetic backing layer formed on the substrate, a seed layer formed on the soft magnetic layer, an underlayer formed on the seed layer, a perpendicular magnetic recording layer formed on the underlayer and a protective layer and a lubricant layer which are provided in this order on the perpendicular magnetic recording layer. The seed layer is an alloy consisting essentially of Ta and Cr and the perpendicular magnetic recording layer has a columnar granular structure containing Co, Pt, Cr and an oxide.
