An apparatus and a method for generating an internal voltage in a semiconductor integrated circuit are provided to generate an internal voltage by applying a target level of the internal voltage set by a normal detector and a target level of the internal voltage set by a modulator selectively according to temperature condition. A voltage sensing unit(10) outputs a fixed level sensing signal and a variable level sensing signal by sensing the level of an internal voltage. An oscillation control unit(20) generates an oscillation enable signal according to the enabling of the fixed level sensing signal and the variable level sensing signal. An oscillation unit(30) generates a pulse signal in response to the oscillation enable signal. A voltage pumping unit(40) generates the internal voltage by performing pumping operation in response to the pulse signal.
