Frequency carriers in a cellular system

A cellular system in which a plurality of frequency carriers are available for communication between a base station and a mobile station, including: a first measurement unit for measuring a rate of time that interference power of a frequency carrier in uplink is more than a pre-determined threshold; a carrier availability/unavailability determining unit for putting the frequency carrier into an unavailable state if the time rate is more than a first threshold and putting the frequency carrier into an available state if the time rate is less than a second threshold; and a communication unit for using the frequency carrier in an available state for the communication between the base station and the mobile station.
