Compositions comprising dibenzo-p-dioxine derivatives are provided to prevent and treat cancer without toxicity by inhibiting inflammation responses caused by NFkB(nuclear factor kappa B) and COX-2(cyclooxygenase-2), growth of cells and angiogenesis, and promoting apoptosis. A composition for preventing and treating cancer such as skin cancer comprises dibenzo-p-dioxine derivatives represented by the formulae(1) to (10), wherein R is H, acetyl group, oleoyl group or methyl group, and is formulated as capsule or tablet, wherein the daily dosage of the compounds is 1-100 mg/kg. The health supplemental food comprises the anti-cancer composition and is formulated as drink, bread, capsule or tablet.
