PROBLEM TO BE SOLVED: To provide an optically functional sheet which can control a light diffusion function and a light collection function, is easy to arrange particles in the desired irregularity and is high in productivity, and to provide a lighting system using the optically functional sheet. SOLUTION: The optically functional sheet has a first surface having the particulate projecting parts irregularly arranged with non-close-packed arrangement and is formed by charging a particulate projecting part forming material for forming particulate projecting parts into a forming die corresponding to the shape of the particulate projecting parts and after forming, releasing on one surface. It is preferable to form such a pattern in which the particulate projecting parts each having different size are arranged or a pattern in which the coverage(%) of the particulate projecting parts arranged on the first surface is 30-92% on the first surface when the coverage is expressed by a relation of (total projected area of the particulate projecting parts arranged on the first surface)/(the surface area of the first surface)×100.
