PROBLEM TO BE SOLVED: To provide a test specifications creation support system and method for automatically creating test specifications corresponding to a description of a software requirement and eliminating an omission of a description in the test specifications. SOLUTION: The system includes a requirement information management processing unit 5 for associating among requirement index numbers, requirement index names, function syntax IDs, quality syntax IDs, and abnormal system IDs; and a requirement information development processing unit 8 for reading the requirement index numbers, the requirement index names, the function syntax IDs, the quality syntax IDs, and the abnormal system IDs stored in a requirement information file 4, for reading function syntax definition data, quality syntax definition data, and abnormal system syntax definition data stored correspondingly with the read function syntax IDs, quality syntax IDs, and abnormal system IDs from a syntax management processing unit 6, for developing the read numbers, names, IDs and data into conditions for satisfying as test levels of sub-syntax element names (states) which do not exclude the development of the quality syntax definition data, and abnormal system syntax definition data into test items and conditions for not satisfying as the test levels, and for performing to rank test level IDs and associate them with the sub-syntax element names (states).
