PROBLEM TO BE SOLVED: To support document browsing while adopting multilateral viewpoints, and improve efficiency of browsing the document.

SOLUTION: An attentional information appender selects a part or full of the document on a web browser 101 by using a selection unit 102, and appends an inputted comment to the selected part by using a comment appending unit 202. A browsing history management unit 103 stores the attentional information based on the selected part. An attentional information transceivng unit 201 accumulates the attentional information and attentional information appender identifier in an attentional information accumulation server 203. An attentional information user makes the web browser 101 display the browsing screen having the attentional information, and the attentional information transceivng unit 201 receives the attentional information corresponding to the browsing screen from the attentional information accumulation server 203. A highlight part determining unit 204 determines a highlighted part and method according to conditions relating to information including the attentional information. A browsing screen highlighting unit 205 highlights and superimposes according to the determined highlighted part and the method.
