A piezoelectric ceramic composition, a method for manufacturing the same, a piezoelectric element, and a method for manufacturing the piezoelectric element are provided to restrain high-temperature electric resistance or an electromechanical coupling coefficient by using a composite oxide. A piezoelectric element is comprised of a plurality of piezoelectric layers(2) including a piezoelectric ceramic composition, and a multiplicity of inner electrodes(3) containing copper. The inner electrodes are inserted between the piezoelectric layers. The piezoelectric ceramic composition is made of a composite oxide containing Pb, Ti, and Zr as a principal component. A first auxiliary component of the piezoelectric ceramic composition contains one selected from Mn, Co, Cr, Fe, and N. A content of the first auxiliary component is 0.2 wt% below in an oxide conversion. The piezoelectric ceramic composition is baked with a reduction baking condition. The reduction baking condition includes a baking temperature of 800 to 1200 and an oxygen tension of 1x10^-10 to 1x10^-6 atmospheric pressure.
