An optical multilayer thin film is provided with an outermost layer (13), which is laminated on an optical plane (11) of an optical base material (10) and has a refractive index smaller than that of the optical base material (10); and at least one layer (14) having a discretionary refractive index, which is arranged between the optical base material (10) and the outermost layer (13) and has a discretionary refractive index adjustable within a prescribed range higher than the refractive index of the outer most layer (13). The outermost layer (13) is formed of low refractive index fine particles (15) composed of a low refractive index material having a refractive index smaller than that of the optical base material (10), and a first binder (16), by wet film forming method. The layer (14) having a discretionary refractive index is formed of high refractive index particles (18) composed of a high refractive index material having a refractive index larger than that of the low refractive index material, and a second binder (19) having a refractive index different from that of the high refractive index material, by wet type film forming method.
