It is possible to provide a radio communication system and a radio communication device capable of preventing an asynchronous state of context information to be transmitted in a compressed packet and reducing the traffic amount in the system. A base station (200) as the radio communication device includes a compression unit (header compression function unit (270)) and transmits a compressed packet obtained by compressing header information by the compression unit. The base station (200) further includes: a header monitor management function unit (244) for calculating the number of lost packets among the transmitted packets; and a message generation unit (246) for reporting the calculated number of the lost packets. This enables the packet reception side to correct the context information according to the number of the lost packets and can prevent the asynchronous state of the context information transmitted in a compressed packet, thereby reducing the traffic amount in the system.
