Provided are an especially low-cost and compact deionizing device capable of eliminating the scale formed from water to be treated and the ions of a surfactant, and a method for using the device. The deionizing device (S) integrates at least one pair of electrodes (i.e., a first electrode (6) and a second electrode (7)) to be immersed in the water to be treated, with a surfactant recovering material (9) and a scale recovering material (8) acting as ion recovering means. Moreover, the device (S) arranges the ion recovering means (i.e., the surfactant recovering material (9) and the scale recovering material (8)) between the first electrode (6) and the second electrode (7).
