A plasma surface treatment apparatus and a method thereof for laminated polymer used for a heat exchanger are provided to add hydrophilic property and moisture permeability to the polymer by allowing two surfaces of the polymer to react with plasma. A plasma surface treatment apparatus for laminated polymer comprises a feeding part(110), a plasma surface treatment part(130) and a receiving part(170). The feeding part has a release roller(111) around which the laminated polymer is wound. The feeding part automatically provides the polymer. The plasma surface treatment part generates plasma using a glow discharging in a vacuum chamber to treat both surfaces of the polymer with the plasma. The receiving part has a winding roller(171) for receiving the polymer.
