PROBLEM TO BE SOLVED: To provide a high-pressure foaming apparatus employing a heat exchanger for high-pressure operation which has a convenient pressure-resistant structure and a high heat exchange efficiency and is small and low-cost. SOLUTION: The apparatus is used to produce a raw material for a foaming polymer by mixing a high-pressure stock solution with a high-pressure foaming agent and has a heat exchanger H for high-pressure operation in a high-pressure passage. The heat exchanger H has a sealing member 11, an inner tube 12, an outer tube 13 and a pressure-resistant pipe 15 arranged in the hollow part 14 formed by the tubes 12 and 13. The inside of the heat-conductive pressure-resistant tube 15 wound spirally around the outer periphery of the inner tube 12 serves as the passage, and the passage is connected with a high-pressure passage through a high-pressure pipe joint 16.
