PROBLEM TO BE SOLVED: To provide a packet signal retransmission system for efficiently transmitting a retransmission packet in accordance with a propagation path state in a packet communication system which changes a modulation parameter of a transmission signal adaptively to the propagation path state and retransmits a packet that cannot be received at a receiving station from a transmitting station. SOLUTION: A base station (transmitting station) comprises a propagation path state comparing section and a propagation path state or a modulation parameter in the transmission of a novel packet is compared with a propagation path state or a modulation parameter in the transmission of a retransmission packet and in accordance with a result of the comparison, the modulation parameter of a packet to be retransmitted is changed.
