A device for controlling ventilation of a vehicle is provided to partially open an outside-air-inlet damper according to a predetermined algorithm instead of using a CO2 concentration sensor for carrying out proper ventilation, thereby preventing a cooling load from being increased due to full-opening of the damper. A device for controlling ventilation of a vehicle includes a vehicle speed measuring unit(23) for measuring the speed of a running vehicle, a fan wind measuring unit(24), and an outside-air-inlet damper(21) for introducing outside air into a vehicle room. An opening degree table(25) for the damper allocates proper values(%) for opening degree of the damper according to the vehicle speed and the wind volume of the fan. A control part(20), such as an ECU(Electronic Control Unit), extracts the proper value for the damper opening degree from the table and controls the opening degree of the damper according to the extracted value.
