<p><P>PROBLEM TO BE SOLVED: To prevent storage data from losing in a phase change memory, etc., of which the memory holding property are affected by an accumulated temperature budget. <P>SOLUTION: A semiconductor device includes a plurality of memory cells, a temperature budget sensor, and a circuit for refreshing the memory cells.
