CONGESTION CONTROL METHOD OF RADIO COMMUNICATION SYSTEM AND BASE STATION CONTROLLER

PROBLEM TO BE SOLVED: To reduce the disconnections of connection communicating with a congestion sector and newly call disabling states by efficiently using entire radio resources of a system during the congestion of radio resources. SOLUTION: A base station controller 10 compares an amount of the radio resource usage of a sector of each base station with a radio resource threshold table 108. In a slightly congested state, soft handover to a congested sector is controlled by changing the neighbor search window size of a sector in which the sector of the base station 20 in the congested state are subjected to neighbor registration. In a heavy congested state, a mobile station 30 which currently communicates with the sector of the base station 20 in the congested state and now stably receives radio waves from the other sector is subjected to forced soft handover.
