<P>PROBLEM TO BE SOLVED: To improve ease of use when replenishing a non-contact IC card with electronic money and replenishing a prepaid UICC card subscriber identification module with a prepaid call charge. <P>SOLUTION: At an operation section, a selection menu having display for showing transfer to the prepaid call charge (1) and display for showing transmission to a slave (2) is displayed for prompting input to a user. When the transfer to the prepaid call charge (1) is selected (UICC selection), transfer processing to UICC is executed. When transfer to the slave (2) is selected in the transfer of electronic money in step S4, the mode of the UICC card is checked (step S14). Since the electronic money can be transferred only in a master mode, "No" indicates that a mode is set to a slave mode in determination processing in step S15, and "Yes" indicates that the mode information of the UICC card is set to a master mode.
