PROBLEM TO BE SOLVED: To attain GPS positioning, while taking multipath errors into account. SOLUTION: A roadside device 2 is installed at a known position near a road. The roadside device 2 includes a first GPS receiver 21 receiving electric waves from a GPS satellite 1 and outputting a first pseudo-distance d6 to the GPS satellite 1 and first navigation data d1 of the GPS satellite 1; a controller 22, having a pseudo-distance error calculation part 222 obtaining a pseudo-distance error d6 on the basis of a linear distance between a position d5 of the GPS satellite 1, calculated by using the first navigation data d1 and the installation position of the roadside device 2 and a first pseudo-distance d2 and a correction data generation part 223 generating correction data 5, based on the pseudo-distance error d6; and a communication device 23 transmitting the correction data 5 to a terminal device 3.
