PROBLEM TO BE SOLVED: To provide a distribution constant type noise filter capable of reducing faultiness of a leak current. SOLUTION: A first oxide dielectric material 2 is formed on a surface of a planar type anode body 1 of a valve action metal, and a second oxide dielectric material 3 is formed on a cut surface of the anode body 1 after the anode body 1 formed with the first oxide dielectric material 2 is cut into a prescribed dimension, and a conductive polymer 5 is formed on the first and second oxide dielectric materials. Then, a graphite 6 is formed only on the first oxide dielectric material 2 and it is connected with a cathode lead, via the conductive polymer 5. Alternately, a masking resin 7 is formed before the conductive polymer 5 is formed on the first oxide dielectric material 2, and a graphite 6 is formed and it is connected with the cathode lead.
