PROBLEM TO BE SOLVED: To flexibly cope when security policy is different among users. SOLUTION: The packet control device controls a packet according to a policy that specifies a security device which the packet received from a network should pass through. It holds a policy in which an address information contained in a packet corresponds to a discrimination information which discriminates a security device through which the packet containing the address information should pass. The held policy is collated with the address information contained in the packet received from a network.
